NOTICE: The AN/SLQ-25E NIXIE ETIC will be unavailable from 8:00pm EST 31 October through 6:00am 5 November.  The Navy AIMTCIS system will be performing an upgrade to the system. This is a major Technical Refresh, however, end users will see no change in the user interface. 

The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, is issuing a solicitation for AN/SLQ-25 Torpedo Countermeasure Transmitting Sets, also known as "NIXIE" systems, electro-acoustic towed torpedo countermeasures that are part of the Surface Ship Torpedo Defense program. This procurement will provide a tech refresh for currently fielded systems and will include modernization efforts to ensure future supportability. The Government anticipates awarding a Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with line items for Proof of Manufacturing, Engineering Services including design analysis, First Articles, and backfit and new construction Production Units. The contract will include support for Foreign Military Sales. The Navy will provide Level II drawings and performance specifications as part of the Request for Proposals and the contractor will be required to develop and deliver Level III drawings along with system components. 
 
The contract will include a one-year base period, with four one-year options, for a total duration of five (5) years. The solicitation number for this requirement is N00253-19-R-0001. Offers shall be primarily FOB Destination with some items FOB Origin. Offers will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The anticipated contract award date is 4th Quarter FY2020.

The NAICS code is 334511, with a Small Business Size Standard of 1,250 employees. The primary Product Service Code is 5865. This is a full and open solicitation that will BE OPEN TO U.S. PRIMES ONLY. In order to receive access to documents necessary to submit a proposal in response to this solicitation, Offerors must request access to the AN/SLQ-25E NIXIE ETIC.

While some material referenced in the solicitation will be provided as attachments to the RFP in FedBizOpps, a significant amount of material including drawings and Technical Data Packages will be posted to an Electronic Technical Information Center (ETIC). Material will be unclassified technical information related to the AN/SLQ-25E effort and may be restricted by the Arms Export Control Act. In accordance with Department of Defense (DOD) Directive 5230.25, access to export-controlled technical data must be through the company's designated Joint Certification Program (JCP) Point of Contact (POC)/Data Custodian.   


NOTE: For companies that already have an AN/SLQ-25E NIXIE ETIC account, it is not necessary to request another ETIC account.

Upon the receipt of the signed TOUA and requested information, the requestor will be vetted through an internal process. The requestor will be notified once they clear the vetting process.


*** ETIC APPLICANTS MUST ENSURE THAT WHOEVER REQUESTS ACCESS TO THE ETIC IS LISTED IN THE COMPANY PROFILE AS A POC AND THAT THE POC IS LISTED IN SAM OR THE JCP DATABASE AS A POC.


To apply for access to the AN/SLQ-25E NIXIE ETIC hosted by Advanced Interactive Management Technology Center (AIMTC), Offerors must have a valid CAC or DoD Approved External Certification Authority (ECA) certificate. In order to access the ETIC, the user must obtain their own PKI or CAC certificate and install that certificate on the computer that will be used to access the site. The DoD Approved ECA (or PKI) certificates that are authorized are from the following vendors: Operational Research Consultants, Inc. (ORC) and IdenTrust, Inc.
