The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify American manufacturers that make live and blank ammunition for the AK-47 weapon, caliber size 7.62 x 39mm metal blanks, to support the training requirements for the Department of State (DOS), Bureau of Diplomatic Security (DS). The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement and acquisition strategies. All potential vendors/manufacturers may submit information pertaining to availability of this type of live and blank ammunition; however, priority will be given to small businesses when the rule of two applies in accordance with the Federal Acquisition Regulations and agency policy. The primary North American Industry Classification System (NAICS) Code assigned to this procurement is 332992. Interested firms must demonstrate in their qualifications statement that this type of live and/or blank ammunition is manufactured in the United States of America and/or USA territories. This is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for availability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response.
Background: The U.S. Department of State, Bureau of Diplomatic Security (DS), Interim Training Facility, requires non-standard ammunition for DS/TPS/SLTD/HT to conduct AK-47 weapons training in support of operational missions. The required live or blank ammunition is to be used in various types of foreign weapons training. The AK-47 is one of a foreign weapon used by DS/MSD to implement its own Foreign Weapons Operators Course in order to alleviate the travel and course costs involved with sending agents to outside sources.
Requirement: The proposed acquisition will require that the prospective contractor to provide American made live or blank ammunition caliber type 7.62 x 39mm or equivalent for use on the AK-47 weapon. The proposed acquisition is subject to FAR Subpart 25.1 Buy American Act-Supplies

• Detailed information statement to demonstrate that this type of live or blank ammunition caliber 7.62 x 39mm is American made and available through US distributors.
• Detailed specifications and supporting documentation indicating this caliber ammunition or equivalent product has been tested to be used on the AK-47 weapon.
If your company has the capacity to provide the product outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description.
Information Submission Instructions: The deadline for submitting questions directly related to this announcement is 3PM (EST) March 31, 2017 and shall be emailed to BalboaER@state.gov. The words "AK-47 Ammunition" must appear in the subject line. The deadline for submitting capability statements relating to this announcement is 5PM (EST) April 14, 2017. Responses are limited to three (3) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Michael Henderson, Contracting Officer, via email at HendersonMP@state.gov and shall have the words "AK-47 Ammunition" in the subject line. Telephone inquiries will not be accepted or acknowledged. No mail courier responses will be accepted.
