Scope of Work

Sign Language Interpreter Service

Contractor shall provide all personnel and transportation required to provide American Sign Language interpreter service to two Office of Information and Technology (OI&T) Employees and one Veteran of VA Medical Center, Providence, RI (PVAMC). Interpreter will accompany Veteran and PVAMC staff to required meetings and or training, familiarity with basic computer and internet programs required. On call emergency services may include interpreting services for Veterans during non-business hours.


Work hours: The services covered by this contract shall be furnished on normal work hours from 8:00 AM to 4:30 PM, Monday through Friday excluding federal holidays.

Scheduled appointments will be two-four (2-4) appointments for one half to one hour for patient appointments.
Scheduled appointments will be one (1) one hour appointment for staff members.
On Call emergency services may be required if the Veterans is in need of emergency care at the PVAMC.
To the extent possible appointments for the Veteran will be made back to back, or as close as possible.B When this is possible this will not be considered as 2 separate services. For example the Veteran has an appointment at 10:00 and 10:30 the translator will accompany him on both appointments.B Since there is a 2 hour minimum this will be billed as 2 hours and not 2 services (4 hours).B B If the 2 appointments take more than 2 hours then billing will be for the 2 hours minimum plus allowed periods as shown in the Price/Cost Schedule.

VA Policies and Procedures: The services to be performed shall be in accordance with VA policies and procedures, and the regulations of the Medical staff by-laws of the VA facility.


Duty Location: During the duration of the contract, there exists the possibility that interpreter services may be required at locations other than at Providence, RI. These locations include: Hyannis, MA, New Bedford, MA, and Middletown, RI. Should Interpreter services be required at these sites, the Contractor will be entitled to an equitable adjustment for mileage that does not exceed the authorized U.S. Government mileage rate at the time travel occurs. Mileage rates can be obtained at the GSA website at http://www.gsa.gov. The Contractor shall submit a line item for travel on their invoice for actual mileage incurred showing portal-to-portal distances for mileage reimbursement. Other expenses are not authorized. The only time mileage will be reimbursed is when the duty location is other than Providence, RI.

Confidentiality: Under this contract, the Contractor is subject to the provisions of the Privacy Act of 1974, as well as all applicable VA laws and regulations. Contractor shall keep confident the contents of all medical documents entrusted to its care. Contractor shall not disclose to any unauthorized person, firm or corporation knowledge entrusted during performance of this contract, which relates to the following:

Names of employees(to include medical providers) and patients;
Content discussed during any meetings or medical appointments where interpretation may occur.
The type of content of any dictated reports.

Contract Modification: This contact may be modified (changed) only by agreement of both parties. All modifications to the contract must be in writing and approved by the Contracting Officer.

Monitoring Procedures: The service provided by the Contractor will be under the direction of the Equal Employment Opportunity (EEO) Program Manager or their designee. She/he will perform the duties of the Contracting Officer s Representative (COR) in directing the activities under the contract. The COR is responsible for documenting Contractor attendance and actual services rendered through the establishment and maintenance of a reliable record system, which will be the mechanism for certifying the invoice for payment.



Certifications/Licenses/Work Experience: Contractor must be licensed and said license can be from any state in the United States to provide interpretation services at the PVAM. Contractor must have a minimum of one year experience at a licensed translator.
