The Municipal Housing Authority of the City of Utica, New York (UMHA) is soliciting proposals from qualified firms or individuals to provide consulting services in connection with the preparation of its 2007, 2008, and 2009 Public Housing Agency Plans in order to meet the regulatory requirements of the U.S. Department of Housing and Urban Development.
HUD recently approved the change in UMHA's fiscal year from June 30 to December 31. However, HUD has not indicated at this time if it will be necessary for the UMHA to submit an agency plan covering a twelve or eighteen month period. We intend to submit an agency plan to HUD by April 17, 2007. If we are notified that during the submission process that this plan is due later in the year, we will compensate the consultant for the work performed and instruct the consultant to resume agency plan preparation work at a later date.
The UMHA encourages applications from certified minority and women business enterprises as well as Section 3 firms.
QUALIFICATION REQUIREMENTS
The following lists the minimum qualification requirements of the respondent(s):
* At least 3 years experience providing similar consulting services;
* At least 3 references of clients currently/previously served; at least one of the references to be a housing authority;
* Past experience preparing Public Housing Agency Plans or similar documents;
* Familiarity with HUD's Public Housing Agency Plan Process which uses the Word, Excel and the Internet formats;
* Knowledge of :
o Public Housing Regulations,
o Planning principles,
o Methods of data collection, analysis and summarization (in narrative and graphic formats),
o Various housing and community development resources and governmental agencies.
