The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Alcon Laboratories, Inc. ADDRESS: 6201 S Frwy TC-25 Fort Worth TX 76134-2001 under the authority of FAR 13.106-1(b)(1). Prepared in accordance with the information in FAR subpart 12.6, as supplemented with additional information included in this notice. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

RAPID GATE: NAVY COMMERCIAL ACCESS CONTROL SYSTEM (NCACS) PROGRAM IMPLEMENTATION INSTRUCTION (August 2011)
The Government will award a firm, fixed price contract resulting from this combined synopsis/solicitation to the responsive and responsible offeror whose conforming response is determined to provide the fair and reasonable to the Government, price and other factors considered.
The following factors are to be used to evaluate offers: 1.) Technical Capability 2.) Delivery 3.) Price Technical capability, Delivery, and Price are significant evaluation factors that will be used to arrive at an award decision. Technical Capability & Delivery when combined are more important than price.
The Government will only consider firm fixed-price quotations. Offeror must complete and submit with the quotation FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2008.) Offeror must be registered to the System Award Management (SAM) prior to award. The website address is www.sam.gov. A Dunn and Bradstreet number is required to register.
