Title: PANG Alert & Scramble Notification System Upgrade 2019
SOURCES SOUGHT ONLY: The 142nd Fighter Wing Contracting Office - Portland Air Nation Guard (PANG) Base, Oregon is conducting market research to determine the existence of interested sources capable of providing Alert & Scramble Notification System Upgrade services at the Portland Oregon Air National Guard Base (ORANG) (PANG Base), Portland Oregon, as specified in the attached DRAFT Statement of Objective.

The contractor shall provide all personnel for a non-personnel services contract to provide scramble system upgrade services. The type of service includes, but not limited to design, program, install, and test the facility control-type notification/activation alarm system.


The contract type will be a firm fixed price contract. The North American Industry Classification System Codes (NAICS) code is 541513; Computer Facilities Management Services, Size standard is $27,500,000.00. The product and service code PSC/FSC is 6350; Miscellaneous Alarm, Signal, and Security Detection Systems.


This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing a solicitation. This is anticipated to be a Fiscal Year 2019 requirement. The purpose of this sources sought is to obtain an indication of interest from small businesses, determine any interest from the small business community, and obtain any voluntary limited capability information from those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based on the information currently available the Government anticipates fulfilling this requirement through a total small business set-aside. The Government will not award a contract based on this Sources Sought notice, the information received, nor reimburse participants for information they provide. Information provided in response to this notice is strictly voluntary.


This is not a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure please provide the following voluntary information:


1. Company name and Point of Contact
2. DUNS number and CAGE code
3. Socioeconomic Status (to include 8(a), HUBZone, SDVOSB, etc.), if applicable
4. GSA Schedule Contract Holder Information, to include contract number, if applicable
5. A brief Statement of Capability (no more than 5 pages); which demonstrates the ability to meet the requirement.


Please provide capability statements via email to MSgt Michael Kitchell at michael.t.kitchell2.mil@mail.mil. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
