  Notice of Intent to Sole Source

The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to Alcon Laboratories, Inc., located at 5201 South Freeway, Fort Worth, TX, 76134-2001. The solicitation number is N0025919N0064. The requirement is for purchase of Intraocular Lens Implant with the following minimum requirements:


1) Specific models that are specified by intraocular lens master physiological analyzer
2) Length (0t): 13.0mm
3) Optic (0b): 6.0mm
4) Must be UV absorbing
5) Location of implantation: Posterior chamber
6) Shape: Bioconvex Optic
7) Attachment devices: Planar Haptics
8) Must be acrylic foldable
9) Must be sterile
10) Must be compatible with Alcon Infinity Machine


The objective of this sole source award is to procure intraocular lens implant consumables on current Infinity Phaco Machine which is used at U.S Naval Hospital Yokosuka. Alcon Laboratories Inc., is the only source that can perform and meet the minimum requirement due to the proprietary nature of the Infinity Phaco Machine. No other company was found that has the authorized third-party to supply the consumables. Additionally, the consumables used in conjunction with Alcon instrument products constitutes a complete surgical system.


Period of Performance:
Base Year - October 01, 2019 to September 30, 2020
Option Year 1 - October 01, 2020 to September 30, 2021
Option Year 2 - October 01, 2021 to September 30, 2022


This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
