The U.S. Department of Agriculture, Agricultural Research Service, Western Business Service Center is by this notice is issuing a request for quote (RFQ) on a firm fixed price contract for the upgrading of over-dutied electrical panels / Circuit Breakers at the Western Regional Research Center (WRRC), USDA Agricultural Research Service, Albany CA.

This construction project is set-aside for Small Business firms (SB). The North American Industry Classification Code (NAICS) for this procurement is 238210, Electrical Contractors and size standard $15 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $300,000 and $400,000. Bid (Far 28.101) performance and payment bonds (FAR 28.102) will be required on this contract. The government intends to award a Firm Fixed Price Contract in April 2018. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. The solicitation, consisting of various solicitation documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov)

 

A pre-bid site visit is scheduled for Wednesday, March 21, 2018 at 10:00 p.m. PT. Quotes will be due by 4:00 p.m., on April 13, 2018 PT. A firm-fixed price contract will be awarded to the responsible offer, who submits the lowest technically acceptable bid. While highly suggested it is not required to attend the pre-bid site visitation. The Work consists of selective demolition, and replacement of existing electrical panels and circuit breakers in various buildings, as defined in the plans and specifications attached.  The small business size standard is $15m or less The Government anticipates the award of a firm, fixed price contract. The contract will service the USDA ARS PWA Research Facility in Albany, CA; Contractors must be able to perform all necessary work at this location. The anticipated period of performance is less than one year. Government scientists, with the aid of research technicians and assistants, conduct research at WRRC. The support of this research requires a large number of laboratories, many of which are furnished with extremely complex and expensive test equipment requiring closely controlled environments to function properly.

Responses to this request for proposals shall be limited to 20 pages and shall include the following:



1. Company profile to include company name, office location(s), DUNS/CAGE Code number, email address, and a statement regarding current small business status (i.e. - certified 8(a), Service Disabled Veteran-Owned (SDVOSB), Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (EDWOSB), or certified HUBZone).
2. The number of employees
3. Name, title, address, phone number, email address of company point of contact.
4. Management approach to staffing this effort with qualified personnel.
5. Prior/current experience performing efforts of similar size and scope within the last six years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government/customer point of contact with current phone number and email address, and a brief description of how the referenced contract relates to the requirements described in the Scope of Work.

Note the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this notice.

A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offeror's responsibility to register at the FedBizOpps website. Offeror's are advised that they are responsible for obtaining ALL solicitation documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the USDA. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the System for Award Management database at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have completed the VETS-4212 report at: http://www.vets4212.dol.gov (if applicable).
