NASA Armstrong Flight Research Center (NASA/AFRC) plans to issue a sole source contract to The Boeing Company, Seattle, WA to provide Aircraft on Ground (AOG) support for the SOFIA 747SP aircraft.

The contractor shall provide Tech Assist support in resolving issues with the SOFIA 747SP aircraft.  SOFIA engineering will use the Boeing AOG Tech Assist support contract to resolve issues including but not limited to:
-       JT9D-7D troubleshooting and replacement support


-       Fuel leak repairs


-       Line Replaceable Unit (LRU) troubleshooting and replacement support


-       Structural issues outside the scope of the Structural Repair Manual


-       MyBoengFleet purchase catalog

The Boeing Company, as the Original Equipment Manufacturer (OEM) the SOFIA 747SP aircraft has the unique tooling, facilities, data and engineering support organization required to accomplish the requirement.  Due to the proprietary nature of the intellectual property, the Boeing Company is the only firm that can provide these required services and materials.


The Government intends to acquire a commercial item using FAR Part 12.


Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. PST on 22 Dec, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.  All responsible sources may submit a response which shall be considered by the agency. Submittals should be made in writing to NASA/AFRC, Mailstop 1422/I, P.O. Box 273, Edwards CA 93523.
