The 628th Contracting Squadron at Joint Base Charleston, SC is seeking interested vendors capable of leasing an Aircraft Towing Vehicle to the 437th Airlift Wing.  Details follow. 

 

Note:  The Contracting Office at Joint Base Charleston is issuing this "Sources Sought" notice for market research purposes only.  This is not a solicitation and responses to this notice are not considered offers.  Responses cannot be accepted by the Government to form a binding contract. 

 

Aircraft Tow Vehicle 1-YR Lease.  The contractor shall provide a Tow Vehicle capable of towing C-17 Globemaster III Aircraft for Joint Base Charleston, SC.  The lease shall include routine maintenance and initial training on equipment. The anticipated lease period is one (1) year.

 

Interested concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than Friday, 22 June 2018. 

 

AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED:

(a)  A positive statement of your firm's capability of and intention to submit a proposed lease as a prime contractor;

(b)  A statement relative to your firm's capability to provide the following minimum requirements:

 

•1.      Tow vehicle to provide C-17 towing capability at max take-off weight (580,000lbs).

•2.      Provide vehicle operation training for fifteen (15) maintenance personnel.

•3.      Vehicle must be fully operational w/ repair downtime not to exceed 19 days/438 hours annually. Please include response/lead time for any loaner delivery and any transport fees, if separate and applicable. 

•4.      Vehicle may operate on diesel or gasoline.

•5.      Vehicle to include air conditioned cab.

•6.      Compatibility with the following tow bar part numbers: #211030-501 & #102028-1.

•7.      Provide all tools, labor and equipment to maintain vehicle reliability and readiness.

•8.      Vehicle to include "two pin" and "clevis type pinless - (1) front & (1) rear, 30" off of the ground.

•9.      Provide detailed, step-by-step proceedures for clearing the vehicle from the runway, taxiway, apron, hangar or any other "mission limiting location" as defined by the 437 MXG/CC or appointed Government representative in the event of a breakdown.

•10.  Facilitate operational test and provide standards for successful operation upon delivery.

•11.  Delivery date will be 30 Days ARO.

•12.  Fully operational will be defined by current Air Force standards, instructions and regulations.

           

(e)  Please include details regarding the year/make/model of vehicle available for lease.

 

(f)  A copy of your firm's model (or applicable) lease agreement.

 

The above information must be submitted in sufficient detail for a decision to be made on the availability of interested vendors.  

 

The applicable North American Industry Classification System (NAICS) code is 532120 with a size standard of $38.5M. 

 

It is anticipated the solicitation will be issued electronically on the Federal Business opportunities web page at http://www.fbo.gov. ; Paper copies will not be available.  Once the solicitation is posted, it is incumbent upon interested parties to visit this site frequently for any updates/amendments to any and all documents.  All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award.
