INTRODUCTION

The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) is conducting market research to identify potential sources capable of performing AFRC's Aircraft Flight Crew Support as defined in the attached Draft Statement of Work (Draft SOW).


Information received in response to this sources sought notice will be used for market research only and shall not be viewed as NASA's intent to solicit proposal. If NASA decides a requirement exists and there is a need to solicit for this requirement, NASA will solicit the requirements using a method of solicitation defined within the FAR and NASA FAR Supplement.


SUBMISSION INSTRUCTIONS


Potential sources shall include the following information within their submitted Capability Statement:


Your company's point of contact, including name, e-mail address, mailing address and telephone number; company's size standard/type classification and applicable NAICS code(s); DUNS number and cage code.


Detailed documentation of your company's ability to meet or exceed the requirements of the Draft SOW. The documentation shall address each of the Draft SOW requirements and describe the company's specialized experience in performing each task. Specialized experience shall include a description of applicable aircraft type and aircrew experience, as well as information related to how the company will successfully execute the requirement. Any same or similar past performance experience shall also be provided. For all information provided that is related to Government contracts, provide the referenced contract number and value.

Historically, this requirement has consisted of an annual workload estimate of an average range of 20 full time WYEs and 12 part time WYEs. The WYEs estimated shall not be used as a defined number required by the Government to perform this requirement. It is a number that potential vendors should take into consideration when reviewing the Draft SOW requirements.


Potential vendors may submit comments regarding potential discrepancies or concerns regarding the information within the Draft SOW. The comments must be related to discrepancies or concerns relating to common industry's practices related to these services. The comments shall be submitted in a separate document and cross reference the Draft SOW section it is related to. The Government will not consider comments or recommendations that are submitted based on preferences.


The Capability Statement (including any attachments) must not exceed 15 pages in length and the font size shall not be less than 12 points. The comments document relating to the Draft SOW will not be counted against the 15 page limit.


Please submit the documentation electronically, via e-mail, to the point of contact (POC) listed below, no later than 5:00 p.m. PT, 07 Jul 2017. Please reference the source sought notice number "80AFRC17RAFC18" in all reponses to this notice. The Government will not be accepting or responding to any questions at this time. If additional information is needed, the Government will reach out to the industry for that information.
