May 29, 2018 update to the Original Announcement:

In response to questions received about this announcement, the FAA is providing the following questions and answers:

1) Does the requested company letter head count as part of the 10 page limit?

Response: No, the transmittal letter on company letterhead does not count as part of the 10 page limit. However, the transmittal letter should not exceed one page.

2) The questionnaire suggest including bAdditional Informationb such as standard or existing product literature. Do these count towards the 10 page limit?

Response: No. Standard or pre-existing product literature does not count towards the 10 page limit.

3) By reading the specs we understood that it is requested to provide ED137 Vol.1 interface toward the VCS (Voice Communication System). Is it also required to provide the Recording output according to ED137 Vol.4?

Response: No, the Government is not soliciting information on an ED-137 Vol. 4 Recording Interface in this market survey.


Original Announcement:

This market survey by the Federal Aviation Administration (FAA) is to determine the availability and manufacturing interest to provide a media gateway with an IP (ED-137B) interface and a control end Radio Control Equipment (RCE) emulation interface to enable users to connect an IP based Voice Communication System (VCS) to the FAAbs legacy Radio Control Equipment (RCE) resources. The FAA anticipates procuring approximately 1600 units to be produced in FY 2020, with an option for a yet to be determined number of units in future years.

Responses to this announcement will be used for informational purposes only to support the development of an acquisition strategy for the contemplated Air-to-Ground Media Gateway (AGMG) acquisition. The information will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked.

This announcement is not a Screening Information Request (SIR) or Request For Proposal (RFP), and should not be misconstrued as such. Furthermore, the FAA is neither seeking nor accepting unsolicited proposals in response to this market survey.

The FAA may request that one, some, all, or none of the respondents to the Market Survey provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA.

All parties are advised that the FAA will not pay for any information or any administrative costs associated with any response received because of this announcement. Any costs or expenses associated with the submission of information, in response to this market survey, will be the sole responsibility of the respondent.

Interested companies are requested to respond to the questionnaire attached. A detailed response is very important as it may influence the type and structure of the solicitation.

1. Introduction/Purpose

The FAA is seeking companies who can manufacture an Air-to-Ground Media Gateway that meets the functionality described in the attached questionnaire for an estimated quantity of 1600 units by the end of September 2020.

2. Nature of Competition

A procurement strategy has not been determined at this time; a determination regarding an acquisition approach will be made after review of market survey responses. Responses to the market survey will influence the specific procurement strategy eventually chosen.

3. North American Industry Classification System (NAICS) Code

The NAICS code for this requirement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey.

4. Submittal Requirements for the Market Survey

Please provide responses via email (noted below) by 9 am EDT June 4, 2018. The email subject line should read, AGMG Market Survey Response. No late responses will be accepted. All responses (one per company) must include a transmittal letter on company letterhead that provides the company name and address, point of contact with telephone number and email address, and business size in addition to any additional information deemed important by the respondent. Respondents may not use a font size smaller than 12 when completing the questionnaire. The page limitation is 10 single spaced pages.

Questions concerning this market survey must be in writing and submitted via email (noted below) with the email subject line to read, AGMG Market Survey Questions. All questions must be submitted no later than 12 pm EDT May 23, 2018. The FAA will not respond to telephonic requests for information. FAA responses to questions, excluding vendor name, will be made public and published at: http://faaco.faa.gov/ under current announcements for FAA Headquarters, Washington, DC.
