The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide Air Terminal and Ground Handling Services (ATGHS) for the Air Mobility Command (AMC) at Cargo City Kuwait International Airport, Kuwait.  ATGHS services will be provided for all U.S. Government owned or operated aircraft, U.S. sponsored foreign Government aircraft, Coalition Forces aircraft, Kuwait Air Force (KAF) aircraft, commercial contract aircraft, and commercial tendered aircraft in support of the Department Transportation System (DTS).  The Contractor shall facilitate on-time aircraft departures and maintain the ability to provide the full range of ATGHS 24 hours a day, seven days a week, which includes a sustained Working Maximum on Ground (WMOG) capability of two wide-body aircraft or the equivalent thereof.  Handling of classified information will require the Contractor to have a facility clearance prior to beginning contract performance.  The Government plans to award a contract with a base period of 1 Jul 20-30 Sep 20 and three one year options through 30 Sep 23. 


The NAICS code is 488119.  A Request for Proposal will be available on www.fbo.gov on or about 23 Dec 19.  No hardcopies of this solicitation will be issued.   All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the USTRANSCOM/TCAQ.  This procurement will be a competitive best value source selection.  The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors' past performance will be evaluated on a basis significantly more important than cost or price considerations.  Technical factors (staffing and implementation) will be evaluated on a pass/fail basis.  The anticipated award date is 1 Jun 20. 


A pre-proposal conference and site visit is scheduled for 28 Jan 20 at Cargo City Kuwait International Airport.  Names (last, first, middle) of attendees (not to exceed one per company), scanned copy of the individual's passport, company's name, and contact information must be submitted to the points of contact no later than close of business  14 Jan 20.  Offerors may submit information/documentation for a second (alternate) individual in the event an emergency prevents the original (primary) individual from attending.  Individuals shall be labeled as primary and alternate.  NOTE:  All attendees must be U.S. citizens.  Offerors not responding with this information in a timely manner may not be admitted to the conference due to space restrictions.
