This is a Sources Sought Synopsis for a proposed contract action for Engineering Services (ES) for the Air Launch Cruise Missile (ALCM) Inertial Navigation Element (INE). This effort is contemplated to be Sole Source to the OEM, Northrop Grumman Services Corporation Cage: 06481, utilizing Other than Full and Open Competition procedures in accordance with 10 U.S.C. 2304 (c) (1) as implemented by 6.302-1(a)(2) only one responsible source. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This Sources Sought Synopsis is in support of Market Research being conducted by the United States Air Force. This Market Research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be competed and possibly satisfied with a Small Business Set-Aside.

15. Description: This requirement is to provide recurring and nonrecurring engineering services required to sustain the ALCM INE identified herein, as determined by the Government. Services will include, but not be limited to, investigative engineering, feasibility and data analysis studies; prototype/engineering model fabrication and tests; logistics studies and analyses; software and hardware problem investigations and development of recommended corrective actions; laboratory testing and analyses; technical data package (TDP) development; development of engineering inputs preceding and supporting formal modifications; and air vehicle and component tests and analyses. Additionally, sources shall have the following expertise, but not limited to, system design, aerodynamics; manufacturing/repair materials and processes, mass properties, corrosion, guidance, mission planning, reliability/maintainability, survivability/vulnerability, low observable technology and testing, system software, electrical, electronics, structures, test equipment and supporting software, and Diminishing Manufacturing Sources and Material Shortages.

16. Qualification Requirements: QUALIFICATION REQUIREMENTS APPLY. Please see the attached, Repair/Remanufacture Qualification Requirements for Commodity Critical Safety and Critical Application Items, document labeled "848 RQRs". For qualification information/source approval requests contact the Source Development Office, AFSC/SB (405) 739-7243. Award will be based on meeting our requirements and cannot be delayed pending qualification of additional sources. Part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from approve sources. Current approved sources include:

The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
