The Air Force Materiel Command, Air Force Life Cycle Management Center/Battle Management Contracting Office (AFLCMC/HBGK), is seeking information in support of market research being conducting by Air Force Distributed Common Ground System (AF DCGS). It is the Government's intent to create a multiple award Contract for an Agile (Scaled Agile Framework or "SAFe") implementation of DCGS software upgrades that cannot be achieved through other means, such as a commercial software product or a non-developmental item. To that end, the government will assess the capability statements from qualified, prospective suppliers capable of implementing (as part of an Agile Release Train (ART)) open architecture and non-proprietary solutions to improve AF DCGS information sharing and incorporate new platforms/data streams/etc. in accordance with (IAW) the requirements set forth in Section 2 of this RFI Notification.

Agile/SAFe execution of DCGS contractual requirements will take place under Delivery Orders (DO) comprised of multiple Program Increments (PI's). Proposals for individual requirements may be evaluated on the basis of the bidder's technical solution, Agile/SAFe experience, ART team composition, and cost/price. Successful bidders would provide Agile software development experts to join Government counterparts in the ART's implementation of DCGS capability; with the ultimate deliverable for each DO being the software code developed to meet the minimum viable product (MVP) of the project.



As part of the Government's Acquisition Strategy, it has been determined in order to procure and maintain the DCGS weapon system at the appropriate Product Life Cycle Cost, the Government control of the systems' technical baseline is essential. In accordance with DCGS mission requirements, the Government's position is that it is entitled to Unlimited Rights in technical data and software first purchased and/or developed under any Government Contract to support life cycle sustainment using 100% organic labor and/or third party contractors, unless the contractor makes an assertion otherwise via DFARS 252.227-7017 and submits verifiable support for the assertion. However at a minimum, the Government desires to obtain Government Purpose rights in all technical data and software developed, produced or otherwise obtained under this contracted effort. To that end, the Government aspires to obtain Government Purpose Rights in both data and software acquired through the DARMA contract vehicle.


The goal is to award an IDIQ contract that will address the following DCGS Strategic Themes:


 Agile Integration of New Intelligence Sources to DCGS Embedded Systems


 Agile Improvements for Information Sharing, Integration & Interoperability


 Agile Implementation of New Multi-Intelligence (Multi-INT) Analysis/Fusion Capabilities


 Agile Infrastructure Improvements to Existing AF-DCGS Embedded Systems
