The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to York International Corporation, York, PA for the procurement four (4) 200 Ton CFC-114 CG-47 Class Air Condition Plant Conversion Kits, six (6) 200 Ton CFC-114 DDG-51 Class Air Conditioning Plant Conversion Kits and two (2) 125 Ton CFC-114 LSD-44/49 Class Air Conditioning Plant Conversion Kits. The proposed contract will also provide for the furnishing of one (1) CG-47 Class Auxiliary Component Kit, one (1) DDG-51 Class Auxiliary Component Kit, one (1) 130 Ton R-134a Screw Compressor and Associated Technical Documentation.

The contractor shall provide hardware for upcoming air conditioning plant refrigerant conversions from CFC-114 to HFC-236fa. The contractor shall manufacturer those parts in accordance with the original equipment manufacturer (OEM), Johnson Controls Marine Systems ILL technical data package, drawings, and specifications. The contractor shall provide technical data, technical documents and drawings. This is a follow-on procurement for this requirement.


Pursuant to 10 U.S.C 2304(c)(1), York International is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
