FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997)
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: obtaining price, delivery, other market information, or capabilities related to On-line Agile-related courses and reference material.


SCOPE
Business and Enterprise System (BES) is pursuing an Agile philosophy to accelerate development and deployment of value to the DoD end-users. A crucial challenge to becoming Agile is quick and comprehensive retooling of the organic development workforce, external customers, and management personnel. The Government is seeking to understand coaching capabilities to coach/mentor/train various program teams and management structures utilizing Agile philosophies. Note: BES Development teams and Program Management Offices (PMO) primarily use the SCRUM. A coach could be expected to:
1. Conduct an initial assessment of programs and recommend SCRUM tools, techniques and training required to achieve an Agile posture.
2. Observe and assess teams' execution of SCRUM at key points and in various forums. When required, identify areas for improvement and suggest appropriate corrective actions.
3. Mentor program leaders and development teams.
4. Recommend processes to incorporate into BES Process Directory.
5. Consult with BES management and leadership to develop an enterprise approach to scaling the SCRUM framework and Agile philosophy across the BES enterprise. Provide insight into challenges and hurdles normally encountered when scaling to the enterprise level.
6. Recommend an implementation strategy to scale Agile across the BES enterprise.


INFORMATION REQUESTED
To better understand market capabilities and refine our approach the Government requests input on the following areas:
1. Approaches to providing team based coaching on SCRUM principles/methodologies, Agile philosophy, and other Agile methodologies (e.g. Lean, XP, and Kanban)
2. Recommended certification(s) applicable and relevant to scope of work highlighted above and the rationale why they would relevant to this effort
3. Rough order of magnitude pricing for a one fulltime equivalent (FTE), .5 FTE, and .25 FTE
4. Employment of tools and templates used during coaching engagements
5. Existing government contract vehicles (GSA schedules, etc.)
6. Business size and status (large, small, economically disadvantaged, etc.)
7. Additional information respondents believe is pertinent to this RFI


LIMITATIONS ON RESPONSES
The total number of pages for responses shall not exceed ten (10) 8.5x11 inch, single spaced, single sided pages in length. (Note: Any on-hand brochures, flyers, and other marketing publications submitted with your response will be accepted and not counted against the 10-page limit.)


RESPONDENTS ARE REMINDED
This is not a request for proposal (RFP), request for quotation (RFQ), or invitation for bid (IFB). This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI; responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
Any information received is considered market research and may be utilized by the Air Force in developing its acquisition strategy. This market research will be used to assess the availability and adequacy of potential sources. The Government will not respond or conduct formal or informal briefings to vendors or respondents to this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested/received, nor reimburse expenses incurred to interested parties for responses to this RFI. No basis for claims against the Government shall arise as a result of a response to this RFI or the government use of information submitted to refine its acquisition strategy. Any information submitted by respondents to this request is strictly voluntary. All RFI responses will be considered "For Official Use Only" and not shared with any other potential vendors. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.
