This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.


This solicitation, N63394-19-T-0160, is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05 effective 13 August 2019.


The associated North American Industrial Classification System (NAICS) code for this procurement is 339991, with a Small Business Size Standard of 500 employees. Product/Service Code is 1420.

Material Description:


The NSWC PHD is seeking to purchase Circuit Card Assemblies (CCAs). All interested companies shall provide a quotation for the following Supplies:


CLIN 0001
Aft Closure, USN P/N 7117022, IAW provided drawings, Quantity 8 Each.


Description and function of aft closure:
a. The aft closure assembly shall be attached to the shell structure.
b. The aft closure in conjunction with the closure grid shall protect the missile and operate after exposure to a maximum external pressure of 62 psig on the aft closure resulting from an adjacent restrained firing in the module. In addition, the canister aft closure shall withstand up to 55 pressurizations with the worst case conditions involving 45 pressurizations at 39 psig maximum and 10 pressurizations at 50 psig maximum resulting from the launch of other missiles in the module.
c. The aft closure shall open into the module plenum at a static load of 15 to 22 pounds per square inch gauge (psig).
d. The aft closure shall open along its diagonals; all petals of the closure shall remain intact and with ablative on both the inner and outer surfaces during missile flyout and adjacent cell launches.
e. The aft closure opening shall not generate debris which would damage the missile or module.
f. The aft closure assembly when intact shall meet the Electromagnetic Compatibility (EMC) requirements as specified in WS202261B, Para 3.3.2.
g. The aft closure assembly shall implement a mechanism for monitoring the physical integrity of the closure. The mechanism shall be designed to provide an electrical continuity path when the closure is intact and to remove this continuity path when the closure is open. The mechanism shall be protected from canister external environments.
h. The aft closure assembly shall not be required to be reusable after a missile launch.
i. The aft closure assembly shall be removable from the shell structure for missile loading.



The technical data package (drawing) contains information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the Defense Logistics Agency (DLA) Joint Certification Program (JCP) in an active status are authorized to receive the package (http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx).
Vendor also must be currently registered in the System for Award Manage (SAM) and not currently excluded or debarred, and are not currently delinquent on any federal debt (https://www.sam.gov/).


Required Delivery Date is 40 Weeks After Receipt of Order (ARO).
