Scope: The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is seeking information from interested parties about potential sources for providing comprehensive aerospace research, development and engineering support across the agency to maintain and enhance the nation's capability to perform robotic space missions. The general nature of this requirement is to conduct supporting research and advanced technology development designed to make contributions to space science and space exploration and assist NASA in the formulation and execution of its programs.

Specifically, NASA MSFC is looking for interested sources with the capabilities to provide science and end-to-end system engineering expertise in the following essential competencies:


•Space Science and Engineering
•Strategic Systems Test and Evaluation
•Information Technology
•Simulation, Modeling, and Operations Analysis


Potential requirements may fall under the following areas for each essential competency listed above:


•Space Science and Engineering: Development and operation of high altitude and space based flight systems and instruments (including design, analysis, fabrication, integration, testing, and mission/science operations support); fabrication of space-qualified hardware to fulfill Science requirements; conducting space experiments; conducting feasibility studies to develop mission concepts and detailed technical approaches to support NASA science and technology requirements; serve as a trusted technical advisor; provide analysis and evaluation of space systems and space related data; and conducting research and development and utilization of systems that provide precision tracking, location, navigation, remote sensing, communication, characterization of the space environment, situational awareness, accurate discrimination, and targeting of objects.


•Strategic Systems Test and Evaluation: Independent quantitative performance evaluations of complex operational systems, evaluation of alternative and modified systems, and collection of requisite data.


•Information Technology: Research, development and assessment of command, control, communications, computers, information operations, surveillance, reconnaissance and information technologies; application of these technologies to wide area information management; operational evaluations and vulnerability assessments of current and planned systems; development of system architectures to improve the effectiveness and coordination of efforts being conducted over a wide area; and demonstration and testing of these systems.


•Simulation, Modeling and Operations Analysis: Development, verification, validation, and application of simulations, models and operations analysis techniques to determine mission effectiveness and performance assessment of current, planned and proposed systems.


In addition to the essential competencies detailed above, NASA MSFC seeks interested sources that have the organizational and management structure to support simultaneous fulfillment of requirements across various NASA centers with competing priorities and schedules.


The anticipated NAICS code for this requirement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).


Statement of Capabilities: NASA MSFC is seeking capability statements from all interested parties, regardless of business size or status, for the purposes of determining the appropriate level of competition for this requirement. Interested parties that have the experience base, expertise, and capabilities necessary to meet or exceed the stated requirements are invited to submit a response to this sources sought notice.


Response Instructions: The response to this sources sought notice will be in the form of a PDF document, limited to 25 (twenty-five) pages, with no smaller than 12 point font (except for photo captions and footnotes) and contain the following information:


1. Name of submitter and contact information, phone number, email address and address of firm


2. Identification of business size under NAICS 541715


3. CAGE code/DUNs number


4. Number of years in business and list of customers for the past five years. (Interested parties may opt to present a subset of past customers that is most relevant to the requirement.)


5. Discussion of experience relevant to the requirements above


6. Statement of capabilities and qualifications that address the respondent's ability to provide support which meets the requirements specified above
