A. PROJECT BACKGROUND:
The Southern California Association of Governments developed, in 2000, a land use coverage for the
region for use in various planning projects and applications. To update this database, current imagery is needed. This Request for Proposal (RFP) is a solicitation for the services of a qualified firm to provide such imagery. The preferred format is digital orthophoto imagery. The study area is five
counties: Los Angeles, Orange, Riverside, San Bernardino and Ventura.

B. PURPOSE
This Request for Proposal (RFP) is being issued to seek qualified vendors who can provide off the shelf aerial imagery to SCAG at a minimal cost.

C. PROJECT OBJECTIVES:
The purpose of this project is the acquisition of true color imagery that can be used in updating SCAGs regional land use database. The main objectives are:
1. To obtain a seamless digital imagery product for use as a GIS analytical tool.
2. To acquire a product that can be used for other purposes besides land use interpretation.
Examples include, but are not limited to, map backgrounds and general vegetation stand classification.
3. To acquire a product which will facilitate identification of changes since the previous aerial survey, and allow analysis in a digital environment.
4. To obtain a product that can be used in conjunction with other digital databases currently stored in Arc View and Arc Info formats (shapes and coverages).
5. To obtain a product which can be integrated with available vector data in urban areas.
6. To obtain a product that will facilitate responding to requests for image backgrounds, and other data that SCAG may be able to provide, in an interactive web-based environment.
7. To acquire a product that will enable photo draping on terrain models and allow for various terrain analyses.

C. STUDY AREA SPECIFICATIONS:
The study area encompasses five counties: Los Angeles, Orange, Riverside, San Bernardino, and Ventura covering approximately 34,000 square miles. Urban areas cover 14,456 square miles. Non-urban areas cover the remaining 20,000 square miles.
