The United States Agency for International Development (USAID) is seeking proposals from qualified firms to achieve the objectives set forth in the attached Request for Proposal (RFP). USAID anticipates awarding one (1) cost-plus-fixed-fee/completion form (CPFF) contract with a period of performance of five (5) years. The total estimated cost range for this procurement is estimated at approximately $160,000,000 to $176,000,000, subject to availability of funds. The NAICS code for this procurement is 541990. The authorized USAID geographic code for this procurement is code 937 which includes the United States, the recipient country, and developing countries other than advanced developing countries, but excluding any country that is a prohibited source.



This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates and times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the contract will not be binding.


This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to the availability of funds and other internal USAID approvals. Furthermore, USAID reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.


The RFP can be viewed and downloaded from www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded this solicitation. USAID advises interested parties to regularly check the above website for amendments. Additionally, prospective offerors can register and use the interested Vendor List on the FedBizOpps website to contact other interested firms to develop teaming arrangements in response to this solicitation.
