I.  Introduction


Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to drill a redundant potable water well that will be joined to the existing potable water supply  at the Advanced Test Reactor (ATR) facility on the INL site.


II.  PROCESS


BEA is seeking qualified firms (or firms willing to qualify) to compete for the award of a build contract in support of the ATR Redundant Potable Water Well. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process.  A low-cost technically capable award decision will be utilized, where prices of technically sound proposals will be used to determine the selected bidder.  


Interested firms are advised that RFP release is anticipated in June 2018 and will include the final engineering design and design specifications.  The project is fully funded and the start of construction is anticipated as soon as practicable after source selection and award (weather dependent).  The contract award type will be firm-fixed price.  All construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements (available at http://sitelaborcoordinator.com/public-agreements/); both of these agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA.   


III.  Project DESCRIPTION


The well will be drilled at ATR on the INL. ATR is located approximately 50 miles west of Idaho Falls, Idaho.  The new construction will be outside the ATR security boundary. 

The well and pump will be adjacent to the existing well. A well pit will be constructed containing isolation valves that join the existing supply line and the new supply line together allowing for water supply to be provided by either well, but not both simultaneously. Conceptual design plans are provided for information. Construction will need to be completed by the middle of September, 2018.


 IV.  Submittal


Interested firms are requested to provide expressions of interest to the undersigned by close-of business on May 29, 2018.  Included must be sufficient written information confirming the responder's qualifications that addresses each of the following criteria: 

•·  Financial and bonding capacity
•·  Safety record (provided Experience Modification Rates and OSHA 300 logs / 300A summaries for each of the previous 3 years) 
•·  Demonstrated experience and expertise with similar projects within the previous 5 years
•·  Agreement to become signatory to the INL Site Stabilization Agreement.    

Note that responses must be no more than ten (10) pages in length.  Only potentially qualified offerors will receive the RFP for the project.
