The Naval Air Warfare Center, Aircraft Division (NAWC-AD) (2.5.2) Lakehurst, NJ 08733 intends to negotiate a cost plus fixed fee contract on a sole source basis with Cortana Corporation, 520 North Washington St., Suite 200, Falls Church, VA 22046-3538, who is the original designer and developer of the hydrodynamic analysis tools and software package used in support of the creation of an end to end simulation suite called the Adaptive Submarine Agitation Predictor Tool-Kit (ASAPTK) for the Advanced Special Applications Program (ASAP).  Cortana is the only source with the requisite knowledge, experience and technical expertise to continue development of the target acquisition system which will provide investigation into tracking and targeting a submerged vehicle or threat.  The anticipated period of performance is thirty six (36) months after date of contract award. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit technical capability information, which shall be considered by NAWC-AD.  Responses must be received within 15 days of publication of this notice via email to: cheryl.abele@navy.mil.The Government retains the right not to compete this requirement based on responses to this notice.
