Request for Information (RFI) for Advanced Sight and Display Computer
THIS IS A RFI ONLY. This Sources Sought (SS)/Request for Information (RFI) is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Army Contracting Command - Redstone Arsenal, AL intends to issue sole source options to an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract to Elbit Systems of America for manufacture of hardware and provision of post production support activities. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received.
Purpose: The Product Manager Air Warrior (PM AW) is seeking to identify interested contractors capable of providing manufacture of the Advanced Sight and Display Computer (ASDC) and the Common Display Interface Unit (CDIU). The ASDC and CDIU will be fielded to Army Aviation rotary wing aircraft for use in displaying situational awareness on the aviator's heads-up display device. In addition the options to the contract will provide post production support for software updates, repair and return of failed hardware, and provide support of evaluations, tests and fielding. The contractor shall have the capability to update and release ASDC and platform specific software IAW Radio Technical Commission for Aeronautics Design Assurance Level (RTCA DAL). Tasks also will include development of engineering change proposals to include the generation of all technical material to support a change.
Background: The U.S. Government currently has an Indefinite Delivery Indefinite Quantity contract with Elbit Systems of America (ESA). The U.S. Government intends to extend the contract through the addition of up to three option ordering periods. ESA is the current sole source manufacturer of the hardware items and operating software.
Instructions: Request that interested parties provide a written response to this RFI NLT 23 September 2019 to Eddie Gordon, eddie.l.gordon6.civ@mail.mil. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submissions can be through written correspondence and/or electronic mail. Responses should be no more than ten pages and include, at a minimum:
• Name and address of the interested company or organization;
• Contact information for the primary POC;
• A brief description of the potential offeror's company/organization;
• A description of the potential offeror's capabilities and products;
• A description of the potential offeror's quality certification and program;
• A description of RTCA DAL requirements.
