DISCLAIMER: This is a Request for Proposal (RFP). The Government's intent is to award a Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror, who proposes the best overall value, with an estimated award of 08 April 2020. The contract will have a five (5) year ordering period. The resulting contract will have Cost Reimbursable and Cost Plus Fixed Fee CLINS; therefore, successful awardee will be required to have an adequate accounting system upon contract award.


Description of Requirement: The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to support the design, development, and demonstration of sensor capabilities to include, but not limited to, Information, Surveillance, Reconnaissance (ISR), Electro-Optical/Infrared (EO.IR), Hyper-Spectra/Multi-Spectral Imaging (HIS/MSI), Light Detection and Ranging (LIDAR), Radio Detection and Ranging (RADAR), Electronic Intelligence (ELINT), Signals Intelligence (SIGNIT), Chemical/Biological/Radiation/Nuclear/Explosive (CBRNE), and Sound Navigation and Ranging (SONAR) technologies for a variety of platforms, manned and unmanned, airborne, shipborne, and fixed mobile ground stations.

It is requested that all questions be received within 10 calendar days of the date this solicitation is issued. Questions received after 10 calendar days may not be answered prior to the proposal due date.


This procurement will be a small business set-aside. The solicitation number is N00421-19-R-0069. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $41,500,000.00. The Product Service Code (PSC) for this requirement is AC63 R&D - Defense System: Electronics/Communication Equipment (Advanced Development).
