Advanced Recovery Control (ARC) Reaction Frame    

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or Naval Air Systems Command (NAVAIR) will contract for the items contained in this RFI. This RFI is issued solely for information and planning purposes. This RFI does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations.


The material covered in this potential requirement would be used in a crucial shipboard system supporting the launch and/or recovery of the aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious personnel injury, loss of life, loss of vital shipboard systems, or loss of aircraft. Therefore, the material has been designated as Critical Safety Item (CSI) material and special control procedures are invoked to ensure receipt of correct material.


This potential requirement includes information that is only releasable to current and approved Department of Defense (DoD) contractors. Some documents are under Federal export control for "sensitive" or "controlled" technologies regulated by the U.S. Department of State International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Disclosure of the control drawings requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under the U.S. Department website: http://pmdtc.org/licenses.htm.

To receive the necessary technical data for the purpose of this RFI, Contractors must submit a valid, current DD Form 2345 Military Critical Technical Data Agreement to this office. The DD Form 2345 must be on file with the United States/Canada Joint Certification Office.

NAVAIR is seeking potential sources for a potential procurement for Advanced Recovery Control (ARC) Reaction Frames. The ARC Reaction Frame is a designated Aircraft Launch and Recovery (ALRE) CSI and requires strict quality control per the above guidance. There are build-to-print drawings available and marked with Distribution Statement D - this limits availability to U.S. Navy agencies and their contractors. NAVAIR is particularly interested in vendors that can produce the ARC Reaction Frame in accordance with the build-to-print drawings (as a collection of welded plates) OR vendors that could forge and machine the ARC Reaction Frame as a single piece. The build-to-print drawings reflect a design that is fabricated with ASTM A514 GR B, F, and Q steel. If suggesting a forging strategy, other materials may be suggested provided the yield tensile strength is in excess of 100 ksi.


ELIGIBILITY: The PSC for this requirement is 1710; the NAICS is 332710. All interested respondents must have a Data Universal Numbering System (DUNS), be registered in the System for Award Management (SAM), and submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) to Mr. Keith Welge, Code 2.5.2.5.2 at keith.welge@navy.mil in order to receive the preliminary engineering drawings. Review of the preliminary engineering drawings is required to ensure a complete response to the requirements of this RFI.

SUBMITTAL INFORMATION: It is highly recommended that interested businesses submit a capabilities statement to the contracting office. The specific content and length of the capabilities statement is at the discretion of the supplier, however, the following is strongly recommended to be included:
1. Supplier Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address.
2. Supplier Profile to include: Number of employees, DUNS number, and Cage Code
3. Supplier Description
4. Supplier brochure (if available)
5. Supplier Website
6. Manpower to include the number of company employees and applicable skill sets.
7. Brief summary of your knowledge, capabilities and experience in the areas of forging, machining, and welding components of this magnitude.
8. Provide capabilities and qualification to maintain the Maintenance of Qualification for all welders in accordance with the technical data (available with valid DD2345 as stated above).
9. Provide manufacturing capabilities, including relevant history manufacturing similar parts and utilizing similar processes.
10. Provide examples of prior projects working on or with designated Critical Safety Item (CSI) equipment.
11. Provide examples and photographs of manufactured products of similar size and complexity.
12. Provide Quality Assurance systems in place, certifications, capabilities, and qualifications.
13. Provide any additional information that will assist in understanding your responses to the RFI.


If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in the specifications.


All interested parties are highly encouraged to submit RFI responses, preferably via electronic mail. While the Navy will use this information for future acquisition planning, it will NOT release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this RFI is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations.


NAWCADLKE will not pay respondents for any information generated for or provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 09 October 2019. Responses should cite RFI number N68335-19-RFI-0xxx and be addressed to the attention of Mr. Keith Welge, Code 2.5.2.5.2 at keith.welge@navy.mil.

Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
