Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee sole source Order under Basic Ordering Agreement (BOA) N00019-14-G-0019 with Lockheed Martin Mission Systems and Training (LM MST), Owego, NY, for the non-recurring tasks for engineering and software development, logistics, laboratory testing, ground testing and flight testing of Advanced Off-Board Electronic Warfare (AOEW) capabilities integrated into MH-60R/S aircraft system software. This effort will include integration of the system software necessary to support the AOEW carried on both the left and right Extended Weapons Stations (EWS) on the MH-60S aircraft and on the Left Hand Extended Pylon (LHEP) and Right Hand Extended Pylon (RHEP) on the MH-60R aircraft.

This action is being awarded on a sole source basis to LM MST in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LM MST is the prime contractor for the MH-60R/S Common Cockpit and is the only known source with the knowledge, experience, expertise and proprietary technical data required to successfully perform these tasks.


Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
