Advanced Composite Solar Sail System (ACS3) Spacecraft Bus
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 80ARC019Q0011 - Advanced Composites-based Solar Sail System (ACS3) and is issued as a Request for Quote (RFQ).
National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is hereby issuing a Request for Quote (RFQ) for a spaceflight-qualified 12U CubeSat bus to host a NASA-developed solar sail payload, and equipment, documentation, and services to support that bus. The bus shall be delivered no later than 16 months after contract award. Mission operations will be developed, managed, and executed through an ARC support service contract, with support from NASA and the ACS3 contractor.
This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached. The provisions and clauses in the RFQ are those in effect through FAC 2019-02.
This procurement is a total small business set-aside. A Firm Fixed Price contract will be awarded. The NAICs code and Size Standard are 336414 and 1,250 respectively.
This synopsis/solicitation is issued to replace the Request for Information synopsis 80ARC019RFIAKK0001- Advanced Composites-based Solar Sail System (ACS3).
All amendments to the solicitation will be posted on Federal Business Opportunities (website at http://www.fbo.gov). Contractors are cautioned to check the website periodically for amendments. All documentation can and must be downloaded from the Federal Business Opportunities website. All contractors must be registered in the System for Award Management (SAM at www.sam.gov) to be eligible for award of a contract.

Interested firms are requested to submit their response to this RFQ through the FBO.gov system.
