Naval Air Systems Command (NAVAIR) intends to award a sole source Cost-Plus-Incentive Fee (CPIF) contract to Orbital ATK DES for the procurement of Research, Development Test and Evaluation (RDT&E) supplies and services in support of Engineering and Manufacturing Development (EMD) phase of the Advanced Anti-Radiation Guided Missile Extended Range (AARGM-ER) program. The scope of work is pursuant to AARGM-ER system-level design, integration and test activities. The Contractor will provide engineering, logistics, and test support and services. Activities will include system level design, integration and test, logistics and test planning, manufacturing of test articles, purchase of long lead material, production readiness, flight readiness, developmental test, operational test activities. The contractor shall provide qualified personnel, material, facilities, equipment, software, training, program and project management, engineering, technical and production services/facilities for the development of the AARGM-ER. Contract deliverables may include but are not limited to: feasibility studies, design, analysis, documentation, fabrication, test and evaluation documentation.


These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the AARGM missile, Orbital ATK DES is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.


This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact ATK DES, directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
