The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints Federal Reserve Notes (FRNs) and other U.S. security products. Currency manufacturing occurs at BEP's Currency Facility located in Washington, DC (DCF). BEP's primary customer is the Federal Reserve Board (FRB).

The Office of Engraving requires specific graphic software to support the Bureau's security document design, digital engraving transition, and digital prepress knowledge base. The Office of Engraving currently uses Adobe IllustratorTM (AI), which is an application that creates and manipulates vector base graphics. Though AI has a number of tools available within the standard application, the Office of Engraving requires an enhanced tool set, focused around how BEP picture engravers work, to gain more efficiencies. This enhanced tool set will customize the AI application and take the form of pieces of code called "Plugins" which either add new functionality or alter existing tool behavior to better fit the requirements of the user.
