Introduction


This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide:


Administrative and Information Technology (IT) support needed to assist the U.S. Section of the United States-Mexico Border Health Commission (Commission) in carrying out its statutory and agreed upon duties related to catalyzing partnerships to help optimize the health and quality of life along the U.S.-Mexico border and to ensure the proper and efficient day-to-day operation of the U.S. Section's administrative, operational, programmatic, and fiscal affairs in El Paso.


The information from this market research will help the Office of the Americas, Office of Global Affairs/Office of the Secretary plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC.


Background


Public Law 103-400 authorized the creation of a Commission. The Commission was established in July 2000 pursuant to a Memorandum of Agreement between the U.S. Department of Health and Human Services and the Mexico Secretariat of Health. The Commission is comprised of local, state, and federal members that make decisions on the Commission's behalf. The Commission is composed of twenty-six members (13 from each country). Its members include the federal secretaries of health from the United States and Mexico and the chief health officials and community health professionals from the ten Border States.


The Commission's mission is to provide international leadership to optimize health and quality of life along the U.S.-Mexico border. The Commission strives to: 1) institutionalize a domestic focus on border health, which can transcend political changes; 2) encourage and facilitate actions for bi-national discussions to address public health issues and problems, which affect the U.S. and Mexican border populations.


Operationally, the Commission is divided into a United States Section and a Mexico Section. Both the U.S. and Mexico Sections of the Commission have Operational Units which oversee and administer the issues and activities' that affects its side of the border. The U.S. Section is under the jurisdiction of the Department of Health and Human Services, Office of the Americas in the Office of Global Affairs (OGA).


Although OGA has an office in El Paso, where the U.S. Section resides, operational and programmatic affairs can also be handled by the Office of the Americas in Washington, D.C.


Response Information


In order to respond to this notice, contractors must be able to clearly convey its experience and/or ability to perform the following tasks identified:


1. Work in an international environment as the Contractor must coordinate and work with the Mexico Section.


2. Provide administrative, IT, logistical and operational support for all specified conferences, meetings, conference calls, and initiatives of the U.S. Section Office of the Commission in El Paso.


3. Have specific knowledge and experience with the U.S.-Mexico border region. The Contractors will provide support for the development, implementation, and coordination of multiple U.S. Section and Commission initiatives that require awareness of border public health systems and U.S. and Mexico public health and health care systems.


4. Experience working with U.S. Federal agencies, and State and local governments.


5. Provide communications support for the U.S. Section office of the Commission that includes internal and external communication with interagency partners, U.S. and Mexico Section members, and U.S. and Mexico government partners; media relations linkages; the Commission website(s); and supports the publication and dissemination of all Commission reports and state activity reports.

g. Company Point of Contact, Phone and Email address


Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged.


Responses must be submitted not later than May 11, 2015 at 10:00 a.m. ET. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is four (4) pages.

This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date.


As previously stated, the Government will not entertain questions regarding this Market Research; however, general questions may be forwarded to the Contract Specialist or the Contracting Officer listed in this notice.
