The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to solicit, negotiate, and award a Cost Plus Fixed Fee contract to General Dynamics Information Technology (GDIT), 3211 Germantown Rd, Fairfax, VA 22030 for Administrative and Facility Management Support services in direct support of the F-35 Joint Program Office (JPO) Foreign Liaison Officers (FLOs). This acquisition is a consolidation effort, ensuring continuity of all FLO services to avoid interruption of program support. The period of performance on this procurement will be one (1) year base period with two (2) one (1) year option periods for a maximum total performance period of three (3) years if all options are exercised. The primary place of performance is Arlington, VA.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that GDIT is the only known company to provide these services as the FLOs are embedded within GDIT's secured Crystal Gateway One facility with a main GDIT entrance and an interior secured suite entrance for the FLO personnel. The surrounding space and administrative support such as official visit requests, access to spaces and visitor control operations are managed by GDIT under a separate contract with Naval Air Systems Command (NAVAIR). Due to the constraints of the lease and initial infrastructure costs, the services can only be procured through GDIT.


This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR. All packages received within 15 days after date of publication of this synopsis will be considered by the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. If no written response is received within fifteen days, a contract may be issued without further notice.
