Administration of the Universal Service Fund

Contract Period: From the date of award and continuing for up to December 31, 2010
It is the intent of the State of South Carolina, Materials Management Office to solicit proposals from offerors to provide under lot (1) one administration of the State Universal Service Fund (USF) pursuant to South Carolina Public Service Commission (PSC) Order No. 2001-996; under lot (2) two the administration of the South Carolina Interim LEC Fund (ILF) pursuant to Commission Order No. 96-882; And under lot (3) three Optional Auditing Services of participants in both funds. Currently, the Office of Regulatory Staff is administering both of these funds.
The successful offeror will provide effective and efficient fund administration using a multi disciplinary approach. The offeror must have a demonstrated expertise in telecommunications accounting with the following knowledge: assessment factor calculations, forecasting, billing, accounts receivable, collection, systems design, administration and documentation, funds distribution, regulatory compliance, carrier interface and communications, reporting and internal and external auditing.
The successful offeror(s) is expected to assume administrative responsibility for the respective fund as of the date of hire, and continue with such responsibility through December 31, 2008 with yearly renewals subsequent thereto at the discretion of the ORS.
This Request for Proposal will be evaluated in the following three lots; bid separately:
1.South Carolina Universal Service Fund Management Date of Award December 31, 2008 with optional years to be evaluated from January 1, 2009 December 31, 2010.
2.South Carolina Interim LEC Fund Administration Date of Award - December 31, 2008 with optional years to be evaluated from January 1, 2009 December 31, 2010.
3.Optional Services Date of Award December 31, 2008 with optional years to be evaluated from January 1, 2009 December 31, 2010.
