THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veteran Affairs is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the Department of Veteran Affairs will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party s expense. Responses to the Presolicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Presolicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the Department of Veteran Affairs to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this Presolicitation Notice.

Presolicition Notice Objective:

This Presolicition Notice seeks to obtain information from interested parties from the Service Disabled Veteran Owned Small Business and Veteran Owned Small business vendor community, about potential opportunities to acquire echocardiography technician services.

2.0 Acquisition Strategy:

The Department of Veteran Affairs acquisition strategy alternatives are still under development. The acquisition strategy will be partially dependent upon the technical responses and solutions offered as a result of this Presolicition Notice. The alternatives under review include the following:

Using a Service Disable Veteran Owned Small Business.
Using a Veteran Owned Small Business.

The respondent is encouraged to identify and provide any unique solutions that will result in effective/efficient operations and allow the Department of Veteran Affairs to refine their requirements.

2.1 Instructions for Presolicition Notice Responses:

Respondents must submit their written responses no later than 25 July 2017, 2:00 p.m. Eastern, in white paper/thesis format on 8.5 x11 and not more than 20 pages in length. The total page count does include all other information provided (i.e., graphs, technical, etc.). Font size should be 12 point, Times New Roman, single sided, and prepared in Microsoft Word. Proprietary information submitted in response to this Presolicitation Notice will be protected from unauthorized disclosure as required by the Federal Acquisition Regulation (FAR). All proprietary markings should be clearly delineated. The respondent shall identify where data is restricted by proprietary or other rights and mark it accordingly.

Not responding to this Presolicition Notice does not preclude participation in any future RFQ. If a solicitation is released, it will be issued via the Federal Business Opportunities website (www.fbo.gov). It is the responsibility of the potential offerors to monitor these websites for any information that may pertain to this Presolicition Notice or a future RFQ. The information provided in this Presolicition Notice and any future changes to the Presolicition Notice are subject to change and are not binding on the Department of Veteran Affairs .

Participation in this effort is strictly voluntary. All costs associated with responding to this Presolicition Notice will be solely at the interested respondent s expense. The objective of this Presolicition Notice is to allow industry the opportunity to provide comments to the Department of Veteran Affairs draft SOW. Review of the responses to the Presolicition Notice will focus on the offeror s technical input and clarification of requirements.

2.2 Presolicition Notice Response Due Date:

The Department of Veteran Affairs will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to William Prenzler, Contracting Officer, at William.Prenzler@va.gov no later than 25 July 2017, 2:00 p.m. Eastern time.

2.3 Presolicition Response Contact:

Respondents to this Presolicition Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone).

2.4 Clarification of Presolicition Notice Responses

To fully comprehend the information contained within a response to this Presolicition Notice, there may be a need to seek further clarification from those responding. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response to a specific Department of Veteran Affairs. The Department of Veteran Affairs reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the Department of Veteran Affairs.
