Additional AMC IAP Delta Kits, AMC Kits and AMC Kit and IAP Delta Kit Installs
The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD intends to negotiate a modification to existing Contract N00019-12-G-0006, Delivery Order 0096 with the Bell-Boeing Joint Program Office. The procurement will be for an additional 17 AMC IAP Delta Kits, 12 AMC Kits and 17 AMC Kit and IAP Delta Kit Installs.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the V-22 Aircraft, the Bell-Boeing Joint Program Office is the only company that has the requisite knowledge, experience, technical data, and qualified expertise to successfully perform within the required schedule. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of the announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.
