Acquisition of web-based, Commercial Off-the-Shelf (COTS) software and services for the Learning Centers Program
The proposed solution must be Customized, Off-the-Shelf (COTS) software.
The State desires to acquire as much of the system as possible as a COTS
solution. The COTS solution must include a significant portion of the
functionality outlined in this RFP. The State will accept proposals in which
portions of a function must be customized or developed, as long as, in the
State’s sole opinion, (a) an adequate subset of the function is currently
developed and can be demonstrated in a live environment during onsite
Vendor presentations and (b) Vendor proposes a firm, fixed cost, along with
levels of effort, for customizing or developing all remaining functionality.
