The National Cancer Institute (NCI), Center for Cancer Research (CCR), Basic Research Lab (BRL), plans to procure on a sole source basis a Cellometer Vision SK-150-FCS cell viewer from Nexcelom Bioscience LLC, 360 Merrimack Street, Lawrence, MA 01843, USA.

This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees.


Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.


It has been determined there are no opportunities to acquire green products or services for this procurement.


Delivery of the instrument shall occur 4 weeks After Receipt of Order (ARO)


The NCI, CCR, Basic Research Lab (BRL) have a very small laboratory and this cell system provides optimal features with a small footprint. It is uniquely suited to the BRL scientific needs. Nexecelom cell analysis system that is optimized for analysis of cell-based assays and cell concentration, diameter, and viability determination for a wide range of cell and sample types.


To fulfill the needs of the BRL the instrument must have the following characteristics:
• Cooled CCD imaging system
• Positions for two fluorescence optics modules for dual-fluorescence imaging
• Choice of 5 different user-changeable fluorescence optics modules, ranging from UV to red
• Custom fluorescence optics modules available
• Pattern-recognition software for analysis of cell clumps and irregular-shaped cells
• Disposable counting chambers
• eliminates washing and cleaning between tests
• eliminates potential cross-contamination between samples
• different chamber depths for different cell size ranges
• High sensitivity light source for image-based analysis of weak GFP, RFP, and YFP assays and immunophenotyping experiments
• PC laptop computer
• Vision CBA software and FCS Express 4 software offering advanced graphing and data analysis for cell-based assays
• Maintenance-free


Currently, The Cellometer Vision SK-150-FCS from Nexcelom Bioscience is the only product that can work with a sample as little as 20ul uses self-contained slides for cell measurement rather than solution-based measurements it therefore does not require time consuming cleaning, decontamination or costly maintenance.


This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 24, 2017. All responses and questions must be in writing and faxed to

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
