The National Institutes of Health (NIH) intends to negotiate and award, on a sole-source basis, a contract with Association of American Medical Colleges (AAMC), 655 K. Street, N.W., Washington, DC 20001 to provide computerized data about U. S. medical school faculty members in machine-readable form to use in the conduct of policy studies and to acquire analytical services to carry out such studies. This action is being taken under the Authority of 41 U.S.C. 253(c)(1) FAR 6.302-1. Independently, and not as an agent of the Government, the Contractor shall provide all necessary personnel, facilities, supplies and services (except for those to be furnished by the Government) to perform the work required.
TASKS/SERVICES:
The contractor shall provide a report annually that summarize the quarterly reports and that provide any relevant additional information about the execution of the contract. The contractor shall provide a quarterly report that address progress towards meeting contract deliverables, updating faculty transactions, enhancing participation efforts, refining and maintaining the Faculty Roster, and other relevant Faculty Roster activities. The contractor shall provide annual reports on the characteristics of all full-time medical school faculty, trends in the characteristics of medical school faculty, to describe the prevalence and characteristics of medical school faculty with responsibilities for research and to receive copy of ad hoc papers, reports, and other publications utilizing the Faculty Roster. The contractor shall respond to written NIH requests for data and/or analysis from the Contracting Officer Representative (COR). The data or analytical work may include data preparations, data pulls, data analysis, data displays, special report, statistical analyses, ad hoc reports, and similar kinds of projects. To satisfy the requirements of the NIH, data analysis may be (1) based solely on the Roster information; (2) based on one or more other AAMC proprietary databases, or (3) based on a combination of NIH and AAMC proprietary database(s). NIH requires access to data and analytical services which is propriety to AAMC. NIH believes that the above reference firm is the only source that has such data.
The contract shall be for a base year with four (4) options years. This proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. Any other firm that feels they are qualified to provide such services must submit a detailed capability statement documenting their ability to provide this service by meeting the requirements stated above. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest by sending capability statements in reference to this requirement no later than 3:30 p.m., June 4, 2019 to: Donald Ledwig, Donald.Ledwig@nih.gov or 301-443-8278. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
