DESCRIPTION: Specification for Acid-free Archival Spacer Boards.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 88310319Q00093 and is issued as a Request for Proposal (RFQ). This request does not commit the Government to pay any costs incurred in the preparation or the submission of this proposal or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 effective July 16, 2018. This is a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract, requirement under NAICS 322212, Folding Paperboard Box Manufacturing. This IDIQ contract has fixed unit prices with a base period of 12 months plus four (4) 12 month option periods.

The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price contract and associated delivery order:


FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2018) Delete Paragraph h, Multiple Awards;


EVALUATION -The Government reserves the right to award without discussions. Award will be made to the offeror whose proposal in response to the RFQ will be most advantageous to the Government. Best value for this award will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the fixed price for each Contract Line Item Number (CLIN) will be determined by multiplying the fixed unit price by the maximum quantity of units, and the total fixed price will be determined by summing the fixed price of all CLINs (base and option years).


FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Oct 2018) -
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision
