The Boise VA Medical Center is seeking potential sources for the procurement of two whole blood oximeters that meet the characteristics below. Respondents should be SD/VOSBs (Service-Disabled Veteran or Veteran Owned Small Businesses) as registered in the VA s VetBiz system (www.vip.vetbiz.gov) .

Salient Characteristics Whole Blood Oximeter
Oximeter must provide quick and accurate measurements of (ranges are minimums):
Oxyhemoglobin (%HbO2) Range: 0 to 100 %
Total Hemoglobin (THb) Range: 4 to 25 g/dl
Oxygen Content (O2Ct) Range: 0-35 mL O2/dL
Easy to use:
Must have simple test method
Must not require sample preparation
Must use whole blood
System must have at least 6 hours of operating time on battery.
System must have illuminated display visible in low light
Disposable Supplies
Associated testing supplies must be capable of being stored at room temperature with extensive shelf life
Regulatory Compliance and Data Management
System must record patient and operator ID numbers, test results, date, lot numbers, and time.
System must have a RS232C serial data port and can print report and transfer to RALS Web 3 data management system.
System must have user-defined security features to help assure result integrity for reporting and compliance
System must be able to be configured to allow use only by authorized operators and/or to allow use only if QC has been performed.
System must have calibration and quality control results storage
System must have quick and easy quality control
