The Center seeks a technology vendor to create and host a platform that will house at
least two SCORM compliant e-learning modules for people to take in lieu of paying a
fine when they receive a civil summons. This platform will be part of a growing project
at the Center to develop and offer a set of citywide community service options under the
Criminal Justice Reform Act, working in partnership with the Mayor's Office of Criminal
Justice (MOCJ) and the Office of Administrative Trials and Hearings (OATH). The elearning community service options are offered at OATH facilities in all five boroughs to
provide a community-based alternative for people who receive a summons but cannot or
elect not to pay the resulting fine. If an individual receives a summons and is found in
violation, they have the option to pay a fine or do community service. Since the program
launched last year, the Center has been offering a range of community service options
including an in-person computer-based learning option that can be completed in one
hour. With this new phase of the project, we are expanding this e-learning option and
hosting it online so it can be completed remotely.
