This project would review capital funding types, levels, needs, and gaps in the Appalachian Region following the 2008-10 financial crisis and recession, and measure the impact of the crisis on lending to small and medium-sized businesses in Appalachia. The study will analyze trends in lending and banking services among private banks and credit unions, foundations, venture capital funds, and the Small Business Administration. The project will provide updated information on the availability of capital and credit in Appalachia as compared to non-Appalachian rural and metro areas. The study should analyze the types and status of lending provided by community development financial institutions, revolving loan funds supported by ARC and other federal, state and local governments, non-profit development finance organizations, and the Community Reinvestment Act (CRA). In addition, the research will provide an overall assessment of the impact of innovations and restructuring in the private financial service sectors and key public policy interventions on access to capital and credit. The principal audiences for this report are local economic development practitioners, state policy leaders, development finance professionals, and financial institutions and regulatory agencies.
