The Oklahoma Air National Guard intends to award a sole source, firm fixed price contract to Securadyne Systems. The requirement is for the upgrade of the Access Control System. Components must maintain full functionality with already owned/installed softward and hardware.

In the absence of qualified sources, a contract will be awarded under the other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b) (1). Telephonic inquiries will not be accepted. This is not a request forcompetitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.

The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, and the following clauses: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-18. The 137 OG Intelligence Squadrons are in need of the following to enhance the security of building 1050:Expand the current ACS system to two building access doors, one on the SE corner and one on the NE side of the building.Add ACS to room 143, 115 and 113 located inside building 1050.All five doors need Bridgeport dual authentication hardware. Three doors will need electronic door strikers and two will have panic device bars in association with the dual authentication. All will need to be added to the current access control system. Extra cabling would be needed to connect to the current ACS control box.If within budget upgrade six Bridgeport card readers. Installation of all items will be needed as well.
