This is a sources sought synopsis to determine the availability of potential sources capable of re-establishing the National Asia Research Program (NARP) by producing policy papers, providing academic research support, and providing Chinese foreign and security analysis in support of the National Defense University (NDU) Institute for National Strategic Studies (INSS). Specifically, the objectives of NARP are to:
b"    Establish an Advisory Council to bridge academia and government policy makers to establish research priorities for NARP;
b"    Develop a nationwide network of Asia scholars to contribute policy-relevant research; and,
b"    Convene an annual Asia Policy Assembly, a major international policy and academic conference.

The period of performance for the resultant contract is anticipated to be 01 Oct 2018 through 30 September 2019.
It is anticipated that the contract will contain four, one year options.

It is intended to solicit the required support on a sole source basis to the National Bureau of Asian Research. A Firm Fixed Price contract is anticipated. The Government intends to use the policies contained in FAR 15, in its resultant contract for the services described herein. The NAICS code for this acquisition is 541720 and the size standard is $20.5M.

Interested sources possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/source sought synopsis via the submission of an executive summary, no more than two (2) pages in length.
The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address; and business size under NAICS 541720; (2) relevant experience. Relevant experience is defined as experience (within the past five years) that is of the same or similar scope (experience in developing and executing a program of academics that is dedicated to policy-relevant independent research, developing publications and journals), of the same or similar magnitude (extensive network of scholars at academic institutions covering the Indo-Asia-Pacific region and Russia ) and of the same or similar complexity (convening major international policy and academic conferences), to that which is described herein.


This relevant experience information should identify the applicable contract number; total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description; and a customer point of contact with corresponding telephone number and e-mail address.
