-E SURVEYING AND MAPPING SERVICES

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.


The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry to include Small Business (SB) firms primarily under North American Industry Classification System code (NAICS) 541370 Surveying and Mapping (except Geophysical) Services. The Government must ensure there is adequate competition among the potential pool of responsible firms.


Project Description


This project is for professional land surveying and mapping services to include Boundary Retracement within the Little Rock District and Southwest Division as may be assigned to the Little Rock District and Southwest Division. Some of the services include work of the following types: Topographic, Cadastral, Geodetic Control, Structural Deformation, Terrestrial Scanning, Construction Layout, Single Beam Hydrographic, Multi Beam Hydrographic and Engineering surveys. Final products must be submitted in either hard copy E-size drawings or Bentley Microstation Design Files (DGN), or both.

- Contract Completion: September 2024



The North American Industry Classification System code for this procurement is 541370 which has a small business size standard of $15.0M.


Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting that it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount.



Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to be determined eligible for the 8(a) program by the Small Business Administration (SBA).


Prior Government contract work is not required for submitting a response under this sources sought synopsis.


Anticipated synopsis issuance date is on or about January 29, 2019. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.


Capability Statement


Firm's response to this Synopsis shall be limited to 7 pages and shall include the following information:


1. Firm's name, address, DUNS#, point of contact, phone number, and e-mail address.
2. Firm's interest in bidding on the solicitation when it is issued.
3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute services comparable work performed within the past 5 years): List actual projects completed.
Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples.
4. Firm's Business Size - SB, 8(a), HUBZone, WOSB, and SDVOSB.
5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information if applicable.


Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM) registration, as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at https://www.sam.gov/portal/public/SAM/
