SOURCES SOUGHT NOTICE:   

The U.S. Army Corps of Engineers, Kansas City District is conducting market research for Architect Engineering (AE) services.  Requirements include preparation of preliminary and final plans and designs; and provision of technical services during the construction for whole building Geothermal HVAC renovations at Kansas Air National Guard (KANG) McConnell AFB, Kansas.

 

THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY.  THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE.  ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS.

 

The purpose of this market research is to obtain insight into the interest, capabilities and qualifications of AE firms to determine if there is adequate competition to compete and perform a firm fixed price type contract award.  The proposed acquisition will be for AE services procured using procedures defined in the Brooks Act, the Federal Acquisition Regulation (FAR), and FAR Supplements.

 

Architect-Engineer Services for renovation of secure and classified areas for Federal Agencies. Services apply to renovation of existing facilities and shall include, but not be limited to providing facility-interconnected geothermal mechanical systems for cooling server rooms and occupied spaces, performing facility renovations in both non-secure and secure rooms, for discussion and processing of classified information.  All designs and testing shall meet all Federal, State and local regulatory requirements and/or DoD customer requirements. This Sources Sought Notice is part of the market research activities, and your response is requested to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality services on time and within budget on projects for both an "Unclassified" and "Classified" nature.

 

ACQUISITION STRATEGY

The Government anticipates a firm fixed price type contract for this project, with one (1) base requirement and multiple separately priced line item / quantity options. 

 

The magnitude of this project is between $1,000,000 and $5,000,000.  The applicable North American Industrial Classification System (NAICS) code for this action is 541330 Engineering Services: This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems.

Contractor submission should provide the following information and answer ALL the questions listed below:

 

COVER LETTER:

 

a)  Business name, address, CAGE code and DUNS number; and Point of Contact including name, phone number and email address responsible for submission;

b)  Company Website

c)  Company size (Small or Large), in accordance with the North American Industry Classification System (NAICS) code 541330

d) If a Small Business, specify if your company is any of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUB Zone Small Business; (c) 8(a) Small Business concern; or (d) Woman-Owned Small Business.

 

SOURCES SOUGHT QUESTIONS:

1.      Contractor's interest in bidding on the solicitation when it is issued.

2.      Description of up to ten (10) similar projects completed by your company as a prime contractor within the past six (6) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) a description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor; (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done; (f) location of the project. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor.

 3.     Firm's Joint Venture information, if applicable - existing and potential.

 4.     Does your company have adequate financial resources to perform the contract, or the ability to obtain them?  If so, please describe the financial requirements you expect that your company would have as you stand up the necessary workforce and production materials to complete the contract, and how you'll meet the contract’s correspondent cash flow requirements.


The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities, specifically in the design of projects involving geothermal HVAC, and facility renovations in secure areas.  If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
