AUTOMATIC DEPENDENT SURVEILLANCE - BROADCAST OUT (ADS-B Out) for the T-45 Training System: Time Critical Parts and Kit Production

On July 19, 2018, The Naval Air Warfare Center Training Systems Division (NAWCTSD) Contracts Department, Orlando, Florida posted a sources sought for a requirement to produce/procure, deliver and provide installation support of time-critical parts for the ADS-B (Out) A and B Kits in the T-45C aircraft for the Production phase of the T-45 ADS-B (Out) program. The contractor will deliver the B Kits to include Air Data Computers, and A Kits to include associated wiring, splitters, and filters. The contractor will provide follow-on engineering and analysis for issues arising during the production and installation of these kits. This effort will include technical support of aircraft and associated systems, subsystems, support equipment, and ancillary equipment problems associated with the production and installation of the ADS-B (Out) Kits on the T-45C aircraft.


NAWCTSD intends to issue a firm-fixed-priced delivery order award to a single source under the statutory authority permitting other than full and open competition, Title 10 U.S. authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about the end of CY18 to The Boeing Company (Boeing), Saint Louis, Missouri based on responses received from the sources sought. The delivery period will be approximately four years, beginning at the start of CY19 and ending at the end of CY22. The expected delivery quantity per year is 84 A and B Kits.

NAWCTSD intends to award this requirement as a sole source to Boeing because Boeing is the original designer, developer and manufacturer of the T-45 aircraft and its systems, as well as the owner of the Technical Data Package (TDP) of the airframe required for this effort.
The Government intends to award a sole source delivery order to Boeing under Boeingbs Corporate Basic Ordering Agreement, N00019-16-G-0001. Boeing is uniquely qualified to provide the deliverables in support of this requirement. It is NAWCTSDbs intent to maximize subcontracting opportunities to the maximum extent practicable. The North American Industry Classification System (NAICS) code for this requirement is 336413, (Other Aircraft Parts and Auxiliary Equipment), which has a small business size of 1,250 employees.
The Product Service Code is 1680, which is for Miscellaneous: Aircraft Accessories and Components, and the associated Object Class Code is 26.0, which is for Supplies and Materials.

This notice of intent is not a request for proposals. Any questions shall be submitted to both the Government points of contact at the email addresses shown below and shall reference N61340-18-RPFREQ-PMA-273-0029 on both the email and all enclosed documents. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
