This requirement is for a cost-plus-fixed-fee and cost-reimbursable ceiling increase to Contract W31P4Q-14-C-0060 for engineering services labor, material and travel for the ATNAVICS and FBPAR with a period of performance through July 2017. This requirement is planned as a sole source buy to Raytheon Company, (CAGE Code 7Y193) under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A), "Only one responsible source and no other supplies or services will satisfy agency requirements." This contractor is the prime contractor who retains the proprietary data rights to the manufacturing processes, engineering data and software packages required to perform the required services. Raytheon designed and developed the ATNAVICS and FBPAR hardware and software and is the only system manufacturer. The Government does not own the ATNAVICS and FBPAR production configuration technical data package documentation necessary to perform the hardware or software engineering services required. Firms that recognize and can produce the required items described above are encouraged to identify themselves. This synopsis is for notification of subcontracting opportunities. Subcontracting opportunities must be arranged between the prime and any potential subcontractors. All responsible sources may submit an offer which shall be considered by the agency. A Request for Proposal was release to the contractor on 7 July 2016, with a proposal due date of 28 July 2016. No telephone requests will be accepted.
