The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Turbulence Division (ATDD) in Oak Ridge, TN, requires continuation and possible upgrade of existing Internet connection to provide increased bandwidth for our ever-expanding Internet connectivity needs. The Internet connection must support existing computer hardware. The services are for a base period of 12-months, September 15, 2019 - September 14, 2020; Option Year 1: September 15, 2020 - September 14, 2021.

TECHNICAL SPECIFICATIONS: NOAA/ARL/ATDD requires the following specifications:
Contractor shall provide 100 Mbps bidirectional connection to the Internet. Given these speed requirements and the symmetrical bidirectional requirement, neither DSL or cable Internet connections are appropriate.



The Internet connection is not to be filtered by the provider or restrict any traffic in either direction. This connection will be used in part to allow access to a variety of servers and services at NOAA/ARL/ATDD using a variety of protocols.



NOAA/ARL/ATDD requires IPv6 capability. Vendor will provide an IPv6 /48 allocated address block for use by the customer.



The contractor will provide and maintain customer premise equipment (CPE). This data circuit must be terminated as a 100 Mbps or a gigabit Ethernet connection in our computer room at 456 S. Illinois Avenue, Oak Ridge, TN. This Ethernet-based termination requirement is to maintain compatibility with existing equipment.



There must be no cap on the total amount of data traffic allowed per billing period on this circuit.



Reliability is of the utmost importance. All quotes should include service level agreement containing at least 99.99% reliability. Any planned outages must be communicated to NOAA/ARL/ATDD at least two business days in advance. Any unplanned outages reported by NOAA/ARL/ATDD to the provider must be responded to within four hours of the initial reporting, with updates reported to NOAA/ARL/ATDD every four hours for the duration of the outage.



Contractor's response shall be evaluated based on the following criteria:
a. Demonstrate technical ability to successfully provide services as noted in the above requirements. (Provide references.)
b. Demonstrate past performance in providing this type of service.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 (effective 05/06/2019). Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of all subsequent amendments. No other additional contractual terms and conditions are applicable. In order to comply with the Debt Collection Improvement Act of 1996, ALL Vendors must be registered in the System for Award Management (SAM.gov). To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote.


Oral communications are not acceptable in response to this notice. A contract will be issued in accordance with the simplified acquisition procedures authorized in FAR Part 13. The associated FSC for this is D318, and the associated NAICS Code is 517919. All responsible sources may submit a quote, which shall be considered by the agency.


All communications are required to be received in the contracting office no later than 12:00 noon, EST, on Friday, August 23, 2019 . Reference Request for Quotation (RFQ) Number NRMAC100-19-00779 in your communication.
