The Mission and Installation Contracting Command - Fort Jackson (MICC-Fort Jackson) is conducting market research to determine availability of firms that are capable of providing non-personal Services for Laundry and Dry Cleaning. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of fulfilling this requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation.


Description of the requirement to include:

 

•1.     Description of Supplies and Services: The US Army Sustainment Command located at Fort Jackson is seeking a service contract that shall furnish labor, supervision, transportation for pickup and delivery services, supplies, vehicles, tools, materials, facilities and equipment (except as specified in this contract as Government-furnished) necessary for the performance of dry cleaning, organizational bulk and piece rate customer laundry services.  To include functions, tasks and responsibilities normally inherent to a laundry and dry cleaning facility.

 

The Contractor shall receive, account for, process and return articles tendered for laundry.  The Contractor shall establish and maintain a system of records to quantify work performed and shall prepare administrative correspondence and reports incidental to the work covered in this contract.  The Contractor shall ensure that only authorized individuals are afforded laundry services and shall operate piece rate services and collect monies from individuals for piece rate cash services.  Services shall be performed in compliance with the standards as contained or referenced in this contract.  The Contractor shall schedule and manage operations to maximize responsiveness, efficiency and economy to the community.


 

In addition, the contractor shall provide laundry and dry cleaning services to authorized individuals and organizations; Clean Organizational Clothing and Individual Equipment (OCIE) for authorized customers; Provide laundry services for linens; Operate a linen Direct Exchange (DX) Point; and Provide Dry Cleaning Services in accordance with the Performance Work Statement (PWS).


 

•2.     The estimated period of performance for this requirement will be as follows:

 

A Twelve (12) Month base year with four (4) twelve month options and a six month extension in accordance with FAR 52.217-8.

 

•3.     NAICS code for this requirement: 812320, Dry cleaning and Laundry Services (except Coin-Operated) with a size standard of $6M. FSC: S209, Laundry & Dry Cleaning Services

 

 

Interested firms responding to this Sources Sought are to include the following information:

 

1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address.

 

2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC.

 

3. Firm's business size and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.).

 

4. Responses are limited to email correspondence, and limited to 5 pages.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 

 

After this deadline, questions will not be considered regarding this announcement. Interested vendors are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government (WILL NOT) review general capability statements.
